whiteheads on my forehead

I used this products for almost 2 months. Yes this product soothes my face and I thought my face was okay and my face looks bright ( cause I was dealing with acne scars) and moisturizing. This toner is quiet good since this doesn't cause breakout, helps shrink the large pores but this products cause my forehead to have a new whiteheads on my forehead and cheek area.
I searched on the Internet, the brightening ingredients on the product is one of the reasons that makes my face have whiteheads.
and the texture of the toner is different from the other toner I have tried before. It's not watery but not thick too.
