Breaks me out like crazy

I don't know what exactly it is in this product but it makes me break out so bad, whether it's the fungal acne trigger castor oil or the fragrances apparently really high in the ingredient list or if I'm allergic to some ingredient.. I left this at my parents' house cause I was suspecting that it was making my skin worse. I tried it again after a couple months' break and again I got tons of closed comedones that then proceeded to develop into very painful pimples.

It's got some ingredient that kinda feels like a very mild menthol or eucalyptus, the cooling type. I don't really like that either, since I want my toner to feel soothing. I felt no benefits whatsoever from using this toner - it was definitely not moisturizing (maybe even a bit drying) or soothing and it did nothing good for my skin.
