ok moisturizer, budget friendly, but it stings a bit

My go to moisturizer gel, I need light moisturizer since I live in tropical climate.Sometimes I use it before I put my foundation. It has cooling effect and lightweight and not heavy. It's budget friendly but when you apply it stings a bit, don't know why?.

This doesn't really moisturize, more on the 'refreshing' side.
Several weeks later, I started to feel my skin stings each time I use this product.
