I think the fragrance is holding this product back

Trying to hydrate my tret skin. I started out using only this as my toner but it was seriously not enough at all for hydration. I don't think it's done anything at all and I have a suspicion that it is making my flakiness/dehydration worse. It has a fairly strong perfume smell which I think it smells good but the fragrance and the alcohol might be the reasons why it's not hydrating enough. I'm not sure on that front, all I know is, it isn't doing what I need a toner to do.
