alcohol free toner, moisturizing but hard to absorb on the skin, feels sticky

I wish I could match this toner because the ingredient list looks good. I feel uncomfortable with this toner because it feels sticky & my skin feels dull after using this. very strange even though it contains a lot of niacinamide but it doesn't brighten my skin ... I tried to use it until it ran out but I really didn't like this toner. so I won't buy it again.

I've only tried two hydrating toners to help combat my oily skin and the dry climate where I live. This and Kiku-masamune Sake Skin Lotion High Moisture. The latter my face did not like (potentially because of the sake). I've used at least three bottles of the Water Volume EX First Essence. It's free of alcohol (including fatty alcohols) and extremely hydrating. I like to use it in my nighttime routine after applying my active(s) and before my gel cream. Sometimes for extra moisture I do multiple layers à la the 7-skin method. My skin feels plumper after use and gets less oily throughout the day.
